Big Blue partnered with the Caribbean Development Bank’s Office of Independent Evaluation (OIE) to improve how evaluation findings reach decision-makers and shape practice across the region. Over 12 months, we developed a communications ecosystem to extend the reach and utility of OIE’s work across the region.

Story

The Office of Independent Evaluation contracted Big Blue to synthesise their complex evaluation reports on policy, programmes, and country strategies for the Caribbean Development Bank. These insights are meant to improve operations and contribute to the global body of development evidence. Yet the findings rarely reached the audiences who needed them most: board members, operations staff, and development practitioners across the region. Evaluation knowledge risked becoming invisible at the moment it could drive change.

Approach

Big Blue developed a communications strategy that brought evaluation findings to life across multiple formats. Working with OIE’s team, we created a visual and messaging framework aligned with CDB’s brand identity. We translated evaluations into targeted deliverables: polished reports, infographics that distilled key findings, summary briefs for decision-makers, and social media content for development professionals. Beyond individual evaluations, Big Blue produced videos for the board, synthesised reports, and built digital assets to make evaluation knowledge discoverable and engaging. The partnership covered strategy, editing, design, and video production.

Results

Big Blue’s work transformed evaluation from an internal accountability mechanism into a visible, credible knowledge asset. Findings now reach diverse audiences in formats they can use and act on. The consistent visual identity and messaging framework strengthened OIE’s presence and authority. The accessible formats extended the life and impact of each evaluation beyond the Bank’s walls.
